ACT Foundation – Child Rescue & Protection Program (“Rescue, Protect & Restore”)
Program Purpose:
To work in partnership with law enforcement and authorized child-protection agencies to identify, safely rescue and protect street-connected, trafficked, exploited and abused children under 18, while ensuring that every child receives appropriate protection, care and a pathway toward a safe and stable future.
Key Services
- Identification of children at risk of trafficking, exploitation and street homelessness
- Joint rescue and protection operations with law enforcement
- Emergency shelter and safe accommodation
- Medical and psychosocial assessment
- Family tracing and reunification where safe and appropriate
- Legal and child-protection referrals
- Education, food, clothing and healthcare support
- Long-term case management and rehabilitation
- Reintegration into safe families, foster/kinship care or appropriate alternative care
Service Delivery Process
- Identification & Referral
ACT outreach workers, community members, schools and partner organizations identify children at risk and refer cases through established child-protection and law-enforcement channels. - Risk Assessment & Coordination
ACT works with law enforcement and child-protection authorities to assess the situation, verify safeguarding concerns and develop a child-centered intervention plan. ACT does not conduct independent enforcement or rescue operations. - Safe Rescue & Protection
Where intervention is required, authorized law-enforcement/child-protection personnel lead the operation. ACT provides appropriate support before, during or immediately following the intervention, with the child’s safety and best interests as the priority. - Immediate Care
Rescued children are transported to an approved safe location and provided with emergency medical assessment, food, clothing, psychological first aid and safe accommodation. - Case Assessment
A qualified case worker conducts a comprehensive assessment of the child’s identity, family circumstances, education, health, protection needs and trafficking/exploitation risks. - Safe Placement & Rehabilitation
Children are placed in Angel Homes/Dream Homes, approved shelters, foster/kinship care or other authorized alternative care, according to their individual circumstances. - Family Tracing & Reunification
Where safe and appropriate, ACT works with child-protection authorities to trace families and facilitate reunification. Children are never returned to a potentially unsafe environment simply because a family member has been located. - Long-Term Support & Monitoring
ACT provides education, healthcare, psychosocial support, nutrition, clothing, mentorship and case management while monitoring the child’s safety and development.
Expected Outcomes
- More vulnerable children removed from trafficking, exploitation and unsafe street environments
- Increased access to safe accommodation and essential services
- Improved recovery and psychosocial wellbeing
- Safe family reunification or alternative placement
- Increased school enrollment and retention
- Reduced risk of re-trafficking, exploitation and homelessness
ACT Foundation’s commitment: Rescue the child. Protect the child. Restore the child. Build the child’s future.
