CHRISTIAN WORSHIP CENTRE REBUILDING, RECONSTRUCTION AND RESTORATION PROGRAM
- PROGRAM OVERVIEW
The Christian Worship Centre Rebuilding, Reconstruction and Restoration Program is an initiative of the Act for Christ Today Foundation (ACT Foundation) designed to support the rebuilding, reconstruction, rehabilitation and restoration of churches and other Christian places of worship that have been destroyed, damaged or rendered unusable as a result of religious riots, communal violence or other acts of conflict.
Places of worship provide communities with spaces for worship, spiritual development, community fellowship, education, counselling, social support and humanitarian assistance. When these facilities are destroyed, affected communities may lose not only a place of worship but also an important source of community support and social stability.
The program seeks to assist affected Christian communities to restore safe, functional and dignified places of worship while promoting peaceful coexistence, community resilience and reconciliation.
- PROGRAM GOAL
To support affected Christian communities in restoring safe, functional and accessible places of worship that have been destroyed or substantially damaged by religious riots or related communal violence.
- PROGRAM OBJECTIVES
The program will:
- Identify and assess Christian worship centres that have been destroyed or significantly damaged by religious riots or related violence.
- Support the reconstruction, rehabilitation and restoration of eligible churches and associated worship facilities.
- Restore essential facilities required for safe and functional worship, including roofs, walls, floors, electrical systems, water and sanitation facilities, windows, doors and other essential infrastructure.
- Where appropriate, restore damaged educational, community and administrative facilities associated with affected places of worship.
- Promote safe, inclusive and durable reconstruction practices that respond to the needs of affected communities.
- Encourage community participation and local ownership throughout the reconstruction process.
- Support community recovery and peaceful coexistence following religious or communal conflict.
- PROGRAM COMPONENTS
- Needs Assessment and Verification
ACT Foundation will establish a transparent assessment process to identify eligible worship centres. Assessments may include documentation of the incident, photographs, site inspections, estimates of damage, ownership or authorization to use the property, community needs and the estimated cost of restoration.
Priority may be given to facilities serving communities with significant unmet needs and where restoration would provide substantial benefit to the affected population.
- Reconstruction and Rehabilitation
Depending on the extent of damage and available resources, ACT Foundation may provide financial assistance, construction materials, technical assistance or project management support for:
- Reconstruction of completely destroyed worship centres
- Rehabilitation of partially damaged buildings
- Repair or replacement of roofs, walls, windows and doors
- Restoration of electrical, plumbing, water and sanitation systems
- Repair of worship spaces and community-use areas
- Restoration of associated classrooms, meeting spaces and administrative facilities where appropriate
All construction activities will be undertaken in accordance with applicable building, safety, environmental and legal requirements.
- Community Participation
Beneficiary communities will be encouraged to participate in planning, implementation and monitoring. Where appropriate, communities may contribute labour, locally available materials, land preparation, security or other resources.
Community participation will promote ownership, accountability and sustainability of completed projects.
- Accountability and Project Monitoring
ACT Foundation will establish appropriate procedures for approving projects, releasing funds, monitoring construction and documenting expenditures.
Projects may be subject to:
- Initial needs assessment
- Approved construction plans and budgets
- Milestone-based funding
- Site inspections
- Financial documentation
- Photographic and progress reports
- Completion inspections
- Final project reports
- IMPLEMENTATION PROCESS
The program will generally follow these stages:
Identification → Assessment → Verification → Approval → Planning and Budgeting → Reconstruction/Restoration → Monitoring → Completion and Handover
ACT Foundation will work with local stakeholders, qualified professionals, contractors and relevant authorities where necessary to ensure that projects are appropriately planned and implemented.
- EXPECTED OUTCOMES
The program is expected to:
- Restore destroyed or damaged Christian places of worship.
- Provide affected communities with safe and functional worship facilities.
- Improve access to community and social-support spaces associated with restored facilities.
- Strengthen community resilience following religious or communal violence.
- Promote community participation and peaceful coexistence.
- Reduce the long-term impact of destruction on affected worshipping communities.
- SUSTAINABILITY
ACT Foundation will encourage beneficiary communities to establish appropriate mechanisms for maintaining restored facilities after project completion. Where feasible, communities will participate in maintenance planning and contribute local resources toward the ongoing preservation of restored facilities.
The Foundation will also seek partnerships with donors, churches, charitable organizations, community organizations, professional bodies and other appropriate stakeholders to expand the program and increase the number of eligible facilities that can be restored.
- PROGRAM PRINCIPLES
The program will be guided by transparency, accountability, community participation, fairness, safety, dignity, sustainability and responsible stewardship of donated resources.
Assistance will be provided according to documented need, eligibility criteria and available resources, with appropriate safeguards to ensure that funds and materials are used for their intended charitable purposes.
